Outlier - Functional Specs Document

This document provides an outline for the production plan of Outlier, an 8-12 month long student project.  The document's purpose is to inform team members the overarching goals and timeline of the project, alongside providing this information to company producers (in this case, course instructors).  This document was written over the course of two weeks, with input from all team members taken into account to create a reasonable final goal for the project.
